Inside the Hollow Earth

Author Rodney Cluff shared his beliefs that the Hollow Earth Theory is real. He suggested that through openings in both the North and South polar regions, one can enter into a vast inner continent that is lit by an internal sun.

From witness testimonies such as that of Olaf Jansen, a 19th century Norwegian, Cluff presented a variety of data about the inner earth world. Vegetation is very lush there, he said-- apples grow can grow as large as a person's head, and grapes are the size of oranges. The inhabitants are also quite large, from 7 to 15 ft. tall and can live up to 800 years old, Cluff detailed. Rather than aliens, he believes they are descendants from one of the Lost Tribes of Israel. Through their technology they have built "flying saucers" manned by androids, he noted. Cluff has teamed up with Steve Currey's expedition company and is planning a 24-day trip aboard a Russian Nuclear IceBreaker that hopes to enter the North polar opening and proceed into the inner earth world. The proposed voyage is planned for June 2006.

More US Personnel Killed in Iraq than Reported

Because of their abuse and extreme overuse and over-extension of our military troops in Iraq, the Bush administration has been forced to rely more and more on private contractors to fill various roles in Iraq that were previously restricted to military personnel. These private contractors are being drawn into conflicts on a daily basis, essentially making them paid military mercenaries. They operate outside of US and Iraqi law, and they are being killed and wounded in a private war that has gone mostly unreported in the US press.

Today, the Washington Post reported that the number of contractors/mercenaries that have been killed and wounded has gone unreported.

They note that contractors have been “…taking hundreds of casualties that have been underreported and sometimes concealed, according to U.S. and Iraqi officials and company representatives.”

“The U.S. military has never released complete statistics on contractor casualties or the number of attacks on privately guarded convoys. The military deleted casualty figures from reports…”…the military wanted to hide information showing that private guards were fighting and dying in large numbers because it would be perceived as bad news.”

On one list alone that included only a small portion of the total contractor force, 132 security contractors and truck drivers had been killed, and 416 had been wounded since the Fall of 2004.

One particularly terrible incident was described in the Washington Post article this way: “On May 8, 2005, after dropping off a load that included T-shirts, plastic whistles and 250,000 rounds of ammunition for Iraqi police, one of Holly's convoys was attacked. Of 20 security contractors and truck drivers, 13 were killed or listed as missing; five of the seven survivors were wounded. Insurgents booby-trapped four of the bodies. To eliminate the threat, a military recovery team fired a tank round into a pile of [US] corpses, according to an after-action report.”

These shifts in US policy mean that the United States is privatizing its military on a massive scale. Among the troubling aspects of this trend is that private contractors operate outside military law, and outside of Iraqi law, and are not accountable to anyone except for their employers. Further, deploying as many as 100,000 contractors in Iraq is costing US taxpayers up to 10 times more than it would cost to deploy the same number of military troops. Finally, there is the fact that both contractors and Iraqis are being killed in large numbers beyond the sight of the press and the American people.

This trend will only continue under Bush, because of the massive corporate profits being realized by “security” and “supply” companies, and in fact this may be the blueprint for the Bush/Cheney remaking of the entire US military into a substantially privatized “for profit” military force. The US is building dozens of permanent military bases in Iraq, and is planning up to two dozen more spread across Africa “to fight global terrorism”. Obviously, Bush and Cheney want a vastly expanded military presence throughout the world, and it will be a presence of a highly privatized nature.

Write your Senators and Representative, and tell them that you not only want the war in Iraq ended now, but that you want our military to return to a defensive military posture, one that does not include private contractors. Privatizing military functions can even put military troops in greater danger, because profit motives can outweigh safety procedures. If these companies were not making huge profits, they would never even consider sending their employees into harms way. But money talks… no, it screams bloody murder.

Had half a dozen bumble bees fly into my house. One was covered in this black cancery looking isht. Creepy. They weren't in good health. One's not accustomed to killing bumble bees :(

Poor hybrid-genetically-modified-creatures. Do their "creators" even consider how much pain they must be in? A roach crossed with a bee or God only know what?

When he was a boy in the '60s, Schuylkill Haven nature writer Scott Weidensaul considered the eastern meadowlark a sound track of summer.
Ask any New Jersey farmers, and they will wistfully recall the whistles of the bobwhite.

Yesterday, the National Audubon Society quantified what birders and other outdoors people have known for years: Many of America's most common bird populations have plummeted over the last 40 years, the bobwhite, the biggest loser, by 82 percent.

The message, Weidensaul said, is that "no species is safe" from sweeping landscape changes such as development, loss of wetlands, and pollution from industry.

"If even the commonest, most widespread birds are having trouble thriving, it's a pretty clear warning that we need to take action," Weidensaul said during a teleconference with reporters.

The study's author, Greg Butcher, the Audubon Society's national bird conservation director, was quick to point out that while none of the birds was in danger of becoming extinct, the declines indicated serious problems that should - and can - be addressed.

Butcher drew up a top-20 list that includes the northern pintail, several sparrows, the whip-poor-will, the eastern meadowlark, and the ruffed grouse, Pennsylvania's state bird, all of which he said had declined more than 50 percent.

"These are not rare or exotic birds we're talking about," said Carol Browner, the Audubon Society's chair and the head of the Environmental Protection Agency in the Clinton administration. "These are birds that visit our feeders and congregate at nearby lakes and seashores, and yet they are disappearing day by day."

Nate Rice, ornithology collection manager at Philadelphia's Academy of Natural Sciences, said he was not surprised at the analysis, based on four decades of citizen counts, a bulwark of bird science.

"I can totally believe it," Rice said. "If this isn't the biggest red flag one can raise, I don't know what is."

For years, ornithologists have been particularly concerned about migrants such as warblers that wing up from the tropics every year. "It just goes to show you it's no longer one group," Rice said. "It's becoming systemic for all birds."

For the study, the Audubon Society came up with a list of several hundred "common" birds, defining them as those with populations numbering at least 500,000 in North America, with ranges of a million square miles or more. The statistical analysis looked at decades worth of two national counts - the Audubon Christmas bird counts and the U.S. Geological Survey's Breeding Bird Survey.

Butcher said that while the report had not been peer-reviewed, the techniques used "have been extensively peer-reviewed."

The main reason for the decline, he said, is habitat loss - reduction in grasslands because of intensive farming, a loss of forests due to suburban sprawl, and loss of wetlands because of industrialization.

Echoing other studies, however, he said climate change exacerbated habitat loss.

Species that must shift their range north because of rising temperatures might be unable to find habitat bridges or pathways to get there, said Eric Stiles, vice president for conservation and stewardship at New Jersey Audubon, which is independent of the national group.

"Because we've sliced and diced the landscape," he said, "they're stuck on these islands. It's kind of a Berlin Wall for ecology."

In Pennsylvania, where the ruffed-grouse population has declined 22 percent, "a big part of the problem is that they're sharing the forest with a lot of very hungry white-tailed deer," Weidensaul said.

"The understory that the birds need for cover from predators and the insects they depend on just aren't there anymore," he said.

Likewise for the wood thrush, said Tim Schaeffer, executive director of the National Audubon Society's Pennsylvania chapter. Almost 10 percent of the world's wood thrushes nest here, he said.

"These are are common birds for which Pennsylvania has a worldwide responsibility for maintaining their habitat."

In New Jersey, bobwhites used to proliferate as far north as Hunterdon County but now remain in only a few spots in Cape May and Ocean Counties. "They're extremely uncommon," said New Jersey Audubon's director of conservation, Troy Ettel.

Common terns, whose numbers are down 70 percent nationally, have been booted from their nesting habitat on barrier-island beaches by houses or eaten by cats and other predators that come with the people who live there.

A lot is happening in both states to help the birds.

The Pennsylvania Audubon chapter, for instance, is working with groups like the Willistown Conservation Trust in Chester County to delay mowing their fields until after July 15, when grass-nesters such as the eastern meadowlark have fledged their young.

The Friends of the Wissahickon is promoting an Audubon backyard program emphasizing native plants that will benefit native birds.

New Jersey wildlife officials have been mapping the remaining bobwhite habitat to devise a conservation plan.

Birding organizations have long relied on common citizens for both science and action. Audubon is urging people to to replant their yards with native species, support reforms to farming and logging practices, and fight global warming through their lifestyles and support of legislation.

The new report, Weidensaul said, "is an early warning. We have the time to turn things around. We have the tools to turn things around. What we really need is the will and the determination to do it."

What’s a little depleted uranium in the yard if it helps defeat them terrorists?

The following lead paragraph of an April 11, 2007, article caught my eye--or, more likely, pierced it with a radioactive-hot poker:

Proposed explosives tests upwind from Tracy [California] will release as much as 450 pounds of radioactive depleted uranium dust into the air every year, according to an air pollution permit application filed Friday by Lawrence Livermore National Laboratory.

Reading the entire item reminded me of my reaction when I first viewed the Project for the New American Century’s Web site several years ago: It had to be a bad fraternity prank gone even badder.

I called the contact number in the piece, hoping I’d get a kegged-out trickster at Whadda Loda Krappa.

Unfortunately, John Upton of the Tracy Press answered, assuring me his column was, indeed, legit. Worse, he informed that the mainstream media hadn’t touched the story.

Depleted-uranium blasts conducted where millions live, yet nary a peep from established news organizations? What’s wrong with this picture?

If you boast a military-industrial complexion, belong to the National Undertakers Association or are George W. Bush, the answer is: not a damn thing. Ditto if you’re the whoreporate media, the administration’s mouthpiece that excels in disseminating propaganda and disinformation or, in this case, no information at all.

Maybe I’m overreacting. After all, physicist Richard Muller, who, according to Upton, spent 34 years with the “JASON science and technology advisory group, which is sponsored by federal intelligence, energy and defense agencies” (there’s impartiality for you), declares: “Depleted uranium is not terribly radioactive,” also claiming its “radioactivity is just a little bit of a pain in the neck.”

Think he means the soreness produced by that cantaloupe-sized thyroid tumor that appeared overnight?

(I wonder what Iraqi parents of spineless babies born since 1991 or thousands of ill Gulf War veterans think about the benign nature of depleted-uranium ordnance that, upon impact, aerosolizes into particles the body can’t avoid ingesting. Untold tons of depleted uranium continue to criminally be used in the current Iraq fiasco.)

Incredibly, it’s even worse than it first appears: In a follow-up article, Upton reports additional “analysis ... shows that tons of radioactive depleted uranium and other toxic heavy metals could be blown up in [the] blasts. ... Yearly, 20 explosions could each vaporize 220 pounds of depleted uranium. ... The lab already conducts 60 to 100 smaller test blasts annually in which an unstated amount of depleted uranium is used ‘routinely.’”

Clearly, this is as insane as, well, the last insane thing the Bushies did.

So should we be surprised this is happening? No. But imagine if it had been proposed 10 years ago. Can’t quite fathom that? That’s because it wouldn’t have been proposed 10 years ago. Now, of course, we’ve all tumbled light years down the rabbit hole where up is down and in which America has undergone a creeping acceptance of madness as the norm.

I’ll say one thing: At least the ruling thugs are equal-opportunity killers. Iraqis, Afghanis and, yup, even Americans: It matters not, as long as the soul eaters in charge get to keep suckling the grotesquely huge teat of the “defense” industry (has there never been a more sardonic euphemism?).

The permit application was filed with the San Joaquin Valley Air Pollution Control District (www.valleyair.org, (559) 230-6000). The district’s spokeswoman, to whom I voiced outrage, assured me my opinion was not uncommon and said information about a public hearing on the permit would be posted online once a venue large enough to accommodate those interested was selected.

I suggested she consider a stadium.

I’ll be there, asking lab representatives: Do you even care this affects your kids, too? How can you look into their eyes, when you tuck them into their decontamination chambers at night, knowing you’ve intentionally poisoned them?

And what, exactly, are you testing? Your utter lack of conscience?

Or perhaps this is one mammoth Bushian experiment studying the long-term effects of depleted uranium on civilians? Forgive my cynicism, but I’m a tad suspicious of folks who’ve slain hundreds of thousands of people purely for personal gain telling me I’ve nothing to worry about.

Here’s something I’ve pondered: When it’s all said and done, when the harebrained press the hair trigger and the attacked retaliate in kind, when the entire globe is one broiling wasteland and the inhumanoids like Cheney and Bush and Rumsfeld and Perle emerge from their bunkers in their designer X-Ray-Bans and dark blue Michelin Man-like anti-radiation suits (complete with skinny ties), what will they think?

That at long last, this was what they wanted? That by scorching the Earth, they finally achieved their ultimate prize: The knowledge that it’s all theirs now?

But what would be all theirs? A smoking hulk of a planet on which nothing can survive for myriad millennia?

A nuclear winter isn’t required, of course, for us to die from their toxicity or, more to the point, for the war pigs to continue slopping around in profiteering hog heaven.

Because that’s their true desire, you know: (more) money. Whether it’s controlling natural resources or stoking the insatiable war machine, a few hopelessly deranged individuals call the shots, rapaciously reaping to their nonexistent hearts’ content, sovereignty and lives be damned.

Still, for these loons, it’s never enough: In March, the Bush administration pegged Livermore to design a new nuke (America has 10,000 already): the “Reliable Replacement Warhead,” they call it. (Love the name; it’s much better than “Unreliable Replacement Warhead.”)

Are the planned depleted-uranium detonations specifically related to these new warheads’ development? Per Upton, the lab says no.

But it doesn’t matter; poison is poison. What does matter is that it’s done in the name of “national security” and protecting American lives while it simultaneously--whoopsie!--snuffs them out.

The extraordinarily lethal, exorbitantly wasteful military-industrial complex slays on. The war profiteers would like nothing more than to remain on a permanent war footing and, with the never-ending “war on terror,” they’ve got just the ticket.

Meanwhile, ours gets punched with unhinged schemes like spewing death into our backyards.

GOP's Ron Paul Is Huge on the Web
Obscure presidential hopeful gets more YouTube clicks than most rivals

WASHINGTON - On Technorati, which offers a real-time glimpse of the blogosphere, the most frequently searched term this week was "YouTube."

Then comes "Ron Paul."

The presence of the obscure Republican congressman from Texas on a list that includes terms such as "Sopranos," "Paris Hilton" and "iPhone" is a sign of the online buzz building around the long-shot Republican presidential hopeful -- even as mainstream political pundits have written him off.

Rep. Ron Paul is more popular on Facebook than Sen. John McCain (R-Ariz.). He's got more friends on MySpace than former Massachusetts governor Mitt Romney. His MeetUp groups, with 11,924 members in 279 cities, are the biggest in the Republican field. And his official YouTube videos, including clips of his three debate appearances, have been viewed nearly 1.1 million times -- more than those of any other candidate, Republican or Democrat, except Sen. Barack Obama (D-Ill.).

A surprise even for Paul
No one's more surprised at this robust Web presence than Paul himself, a self-described "old-school," "pen-and-paper guy" who's serving his 10th congressional term and was the Libertarian Party's nominee for president in 1988.

"To tell you the truth, I hadn't heard about this YouTube and all the other Internet sites until supporters started gathering in them," confessed Paul, 71, who said that he's raised about $100,000 after each of the three debates. Not bad considering that his campaign had less than $10,000 when his exploratory committee was formed in mid-February. "I tell you I've never raised money as efficiently as that, in all my years in Congress, and all I'm doing is speaking my mind."

That means saying again and again that the Republican Party, especially when it comes to government spending and foreign policy, is in "shambles."

But while many Democrats have welcomed the young and fresh-faced Obama, who's trailing Sen. Hillary Rodham Clinton (D-N.Y.) in most public opinion polls, Paul is barely making a dent in the Republican polls.

Republican strategists point out that libertarians, who make up a small but vocal portion of the Republican base, intrinsically gravitate toward the Web's anything-goes, leave-me-alone nature. They also say that his Web presence proves that the Internet can be a great equalizer in the race, giving a much-needed boost to a fringe candidate with little money and only a shadow of the campaign staffs marshaled by Romney, McCain and former New York mayor Rudolph W. Giuliani.

‘Dr. No’
An obstetrician and gynecologist, Paul is known as "Dr. No" in the House of Representatives. No to big government. No to the Internal Revenue Service. No to the federal ban on same-sex marriage.

"I'm for the individual," Paul said. "I'm not for the government."

If he had his way, the Department of Homeland Security and the Department of Education, among other agencies, would not exist. In his view, the USA Patriot Act, which allows the government to search personal data, including private Internet use, is unconstitutional, and trade deals such as the North American Free Trade Agreement are a threat to American independence.

But perhaps what most notably separates Paul from the crowded Republican field, headed by what former Virginia governor James S. Gilmore III calls "Rudy McRomney," is his stance on the Iraq war. He's been against it from the very beginning.

After the second Republican presidential debate last month, when Paul implied that American foreign policy has contributed to anti-Americanism in the Middle East -- "They attack us because we're over there. We've been bombing Iraq for 10 years," Paul said -- he was attacked by Giuliani, and conservatives such as Saul Anuzis were livid. Anuzis, chairman of the Michigan GOP, threatened to circulate a petition to bar Paul from future Republican presidential debates. Though the petition never materialized, Anuzis's BlackBerry was flooded with e-mails and his office was inundated with calls for several days. "It was a distraction, no doubt," he said.

The culprits: Paul's growing number of supporters, some of whom posted Anuzis's e-mail address and office phone number on their blogs.

"At first I was skeptical of his increasing online presence, thinking that it's probably just a small cadre of dedicated Ron Paul fans," said Matt Lewis, a blogger and director of operations at Townhall, a popular conservative site. "But if you think about it, the number one issue in the country today is Iraq. If you're a conservative who supports the president's war, you have nine candidates to choose from. But if you're a conservative who believes that going into Iraq was a mistake, Ron Paul is the only game in town."

Added Terry Jeffrey, the syndicated newspaper columnist who ran Patrick J. Buchanan's failed White House bid in 1996: "On domestic issues like spending and taxation and the role of government, Ron Paul is saying exactly what traditional conservatives have historically thought, and he's pointing out that the Bush administration has walked away from these principles. That's a very attractive argument."

Devoted backers
Especially to someone such as Brad Porter, who obsessively writes about Paul on his blog, subscribes to Paul's YouTube channel and attended a Ron Paul MeetUp event in Pittsburgh last week.

The 28-year-old Carnegie Mellon student donated $50 to Paul's coffers after the first debate, and an additional $50 after the third debate.

For a poor college student, that's a lot," said Porter, a lifelong Republican. "But I'm not supporting him because I think he could get the nomination. I'm supporting him because I think he can influence the national conversation about what the role of government is, how much power should government have over our lives, how much liberty should we give up for security. These are important issues, and frankly, no one's thinking about them as seriously and sincerely as Ron Paul."

State legislators are rushing to ban or control a hallucinogenic leaf popular among teenagers, but also fascinating to biochemists. Known variously as “Magic Mint,” “Sally D” and salvia divinorum, the sage-like plant has caught on over the past decade, thanks to the potent visions it gives as well as its legal status in many states. It can be bought easily over a host of Web sites. The reason it passes through federal drug laws is also the reason it has become interesting to biochemists, reports GQ’s Christopher Ketcham (no link available).

LSD and “magic” mushrooms are controlled under a blanket federal ban on any hallucinogen that has an effect on serotonin—a hormone in the brain. Salvia divinorum, alone among hallucinogens, doesn’t. Scientists hadn’t known precisely how salvia divinorum had its effect until 2002, when it was discovered it works by mimicking the actions of a chemical in the body called dynorphin, which means salvia divinorum might be used to “modulate everything from pain response to tissue healing to appetite and mood.”

Recent research has suggested dynorphin plays a role in the onset of schizophrenia and dementia. High levels of dynorphins have also been shown to counteract cocaine addiction. “Pharmaceutical companies have long been interested in substances that mimic or block the actions of dynorphin,” says Dr. Bruce Cohen, who is studying the properties of the leaf’s active chemical, known as salvinorin A. Promisingly, salvinorin A acts on only one kind of receptor in the brain, whereas most drugs of its kind tend to act on several receptors, leading to side effects. Mexico’s Mazatecs have long used the leaf in religious ceremonies but also use it to treat stomach ailments and rheumatism.

However, the drug’s popularity among teenagers and a salvia-related stabbing in 2006 have led to an accelerating drive in many states to ban or control it. Delaware legislators made the drug illegal following the death of teenager Brett Chidester last year. Louisiana was the first state to criminalize the drug’s use.

The most honorable way to revamp the income tax code is to sunset it out of existence and start over with a clean slate

In 1913, Congress and the States created the federal income tax to pay for America’s growing federal government and its new leadership role in the world. We started with a 30-word constitutional amendment (the Sixteenth) and a four-page form for the collection of graduated income taxes. The lawmakers who wrote the initial income tax law had little idea what it would become today.

With a $20,000 exemption, most Americans (98 percent) didn’t have to pay any income tax while the wealthiest paid from one to seven percent in taxes when the new income tax started. By the late 1970s, Americans in the top tax bracket were paying more than 80 percent of their income to Uncle Sam. Today, the highest marginal tax rate is just less than 40 percent; 54 percent of all federal income tax is paid by the top 20 percent of wage earners; the 20 percent who are the lowest wage earners pay six percent. The tax code has become a monster.

Virtually all businesses, large and small, have a tax accountant to safely maneuver around the pitfalls of the IRS code. But the code is so complicated, even the experts fall prey to its tricks and turns. We spend an estimated 5.4 billion hours a year and $200 billion trying to comply with a code that is incomprehensible. That is more than it takes to produce every car, truck and van in the United States.

The Internal Revenue Service, which was created in 1913, is now the largest single agency of the federal government with more than 135,000 employees which nearly equals the entire population of Springfield, MO, the Congressional district that I represent in Congress.

The American income tax code is perhaps the world’s most revised, lobbied and despised document_ Every year, it seems, it is rewritten. In 1997, more than 200 changes were added. Most professions, industries, income groups, crafts and special interest groups have their own tax niche in the code. It is no wonder that lobbyists watch every change in the tax code microscopically to determine its impact on their turf.

Nothing would eliminate special interest lobbying more quickly than eliminating the current tax code.

If the tax code were based on simple principles rather than intentionally complex legalese, those companies, professions and interest groups would lose their special tax treatment, and therefore, be subject to paying their fair share of the tax burden. A tax code that rewards savings, taxes everyone fairly, is simple and understandable, but does not raise more taxes than the federal government gets now – should be our goal. We can only achieve that by eliminating our current tax code.

The only way to end the IRS as we know it is to eliminate the existing tax code. The current tax code is the evolutionary work of Congress. It’s the job of Congress to fix it. The fairest, most honorable way to revamp the income tax code is to sunset it out of existence and start over with a clean slate. We can then set to work on designing a tax code based on simple principles that every American can understand.

That is impossible today. The tax code is 5.8 million words long, covering 7,000 pages of tax law and 5,000 more pages of interpretations of the first 7,000 pages. The IRS prints 480 different tax forms and more than 280 brochures on how to fill out the forms. The 1040EZ tax form, the least complicated personal income tax form, requires 33 pages of instructions. NO one understands – not even the employees at the IRS who are supposed to enforce it – all the aspects of the American income tax system. It is so cumbersome, dense and complex that it is beyond comprehension. A new $4 billion IRS computer system was declared a "failure" because it could not decipher the tax code.

The IRS has built its reputation of fear and intimidation on the ever-changing tax code. The tax code is like quicksand. You are on solid ground one day and sinking the next. Case after case has been documented to show that IRS tax interpretations are ever-changing and often inconsistent. What is legal one year may be declared illegal the next year, and made retroactive creating years of back tax liability!

Senate hearings in 1997 showed the IRS targeting those least able to defend themselves against egregious fines and improper conduct by the IRS. In fact, the IRS gave bonuses to agents who did the best job of collections, without regard of their tactics or principles.

Tax court is the only civil court where a person is guilty until he can prove he does not owe the taxes the IRS claims.

Reforming the way the IRS collects taxes is coming from both inside the IRS and the Congress. Twenty-eight new "taxpayer rights" have been approved by the House. Most notable are new safeguards that shift the burden of proof from the taxpayers to the IRS about taxes owed. Another provision allows the taxpayer to recover legal fees in fighting frivolous IRS claims. Reforming the IRS may solve some problems, but until the code is replaced with a simple, fair alternative there is little hope of getting the "little guy" out from under the IRS’s guns.

More than 40 percent of the $13 billion in proposed tax fines were dropped in 1996 when challenged as excessive. It is normally the wealthy who have the resources to challenge the taxman. So, middle Americans are being targeted to pay. Is it any wonder that most people would rather pay than fight the IRS? We can never cure these kinds of abuses as long as we have the current tax code. Despite Congressional efforts to make the IRS more professional and user-friendly, it is more likely the agency will stay entrenched and hide behind a tax code that is neither fair nor understandable.

I’m co-sponsoring the Tax Code Termination Act (HR 3097) which sunsets the federal tax code as of Dec. 31, 2001. We need to debate real tax reform, not just patches to the existing system. The tax code is hopelessly broken and abolishing it is the necessary first step to debating, designing and adopting a simple and fair replacement tax system. Under the Tax Code Termination Act, today’s oppressive tax code would survive for only four more years, at which time it would expire and be replaced on Jan. 1, 2002, with a new tax code that will be determined by Congress, the president and the American people.

Admittedly, scrapping the existing tax code and replacing it with a better system is not a simple task. However, four years is plenty of time for the nation to collectively decide on a new tax system. Having a date certain to end the current tax code will force the issue to the top of the national agenda, where it will remain until Congress and the president finish writing the new tax law.

Between now and 2002, we need to continue eliminating unfair parts of the current tax code. The "marriage penalty," death taxes and taxes on sales of property and stocks not indexed to inflation are wrong. We should knock a few of them off while we debate the kind of fairer, simpler tax structure that we want to take into the 21st century.

If Americans truly want tax reform, it must begin with the creation of a new tax system based on principles, not the ability of lobbyists with armloads of campaign contributions to sway congressional opinion. LL
